Proposed Resoution
Clearview Oil and Gas Project
January 26, 1995 Meeting of the Faculty Legislature
The Faculty Legislature of the Santa Barbara
Division of the Academic Senate endorses the
following findings and recommendations presented by
the Senate's Special Committee on the Clearview Oil
and Gas Project.
Findings:
- The current concept of the Clearview project
is incompatible with the University's housing plans
for the North Campus.
- It is highly unlikely that any modifications
would make the Clearview project compatible with
the North Campus housing as long as the two
projects are in such close proximity.
- The incompatibility of the Clearview project
probably extends to other neighboring housing
developments (Student Housing on the North Campus,
West Campus, Storke Family Housing, Cannon Green/Phelps
Road) and activities (University Children's Center,
Devereux School, Isla Vista School) as well, but more
information is needed to make this assessment.
- The financial disincentive of a Clearview
project to the University far outweighs any of the
proposed benefits -- financial or otherwise -- that
the Committee could identify.
- The current concept of the Clearview Project
does not comply with a) the University's Long Range
Development Plan, b) the Goleta Community Plan, and c)
the Oil Consolidation Policies in the Santa Barbara
County Local Coastal Plan.
Recommendations:
- Any letter submitted by the University acknowledging
Mobil's preparation and submission of a permit application
for Clearview in order to proceed to an EIR should
note the findings of both this Committee and the Administrative
Task Force on Clearview.
- The University should insist on having active representation
on any Joint Review Panel established to simultaneously
review the development of both the Clearview Project EIR
and the North Campus EIR.
- The Academic Senate should maintain an active review
of both projects.
- The University, as lessor of the land for the operation
of the Ellwood Marine Terminal, should request improvements
in the 17 acre site and corresponding storage/barging operations
to improve the compatibility of this activity with planned
housing on the North Campus
